Public-private JV bill under attack

Senator group takes on government infrastructure plans

A group of senators will ask the Constitution Court to derail the new public-private partnership (PPP) bill that could enable the government to work with private operators on infrastructure projects without parliament scrutiny.

Appointed senator Paibul Nititawan, who chairs the Senate committee on corruption prevention and government examination, said Monday he believes the government intends to use the PPP bill to support its projects under the planned 2-trillion-baht infrastructure development borrowing plan.

The way i understand this is that businesses with govt connections can borrow money from the govt to undertake a venture in which the govt has provided, and profit from it without the risk of putting up capital. Sounds like a marvellouse idea to make money for friends of the govt - straight put of the Shinawatra party handbook this one.

The Constitution Court was set-up by the military. Appointed senators as well as the court are part of a system aimed at undermining elected governments whenever they challenge the power of the traditional elite.

D11 : PT has a plan. The problem is parliamentary scrutiny. Or any kind of scrutiny.

If PT has an actual plan and hasn't over borrowed then they have nothing to worry about .

"The senator warned there could be favouritism between the government and the companies selected as co-developers in these projects"

Could Be? I'll give 100 to 1 odds there "will be"

"auditing by outsiders will be put in place to ensure greater transparency." I trust that if this goes ahead by outsiders they mean outside of the country.

Laugh my head off when I read that DP MP Wirat who heads the opposition legal team said that they let the bill go initially as they were not aware. That's the state of the main opposition. Just waiting to jump on the bandwagon of any anti government movement. Totally lacking initiatives of their own.

"The remaining 73 members are to be selected by a Senators Selection Committee." 1) President of Supreme Court, 2) Chairman of Election Committee, 3) Chairman of State Audit Commission, 4) a Judge in Supreme Court, 5) a Judge in Supreme Admin Court. Selections is made by professions.

Appointed Senators..? I thought that Thailand was a democracy where all politicians, governors and representatives were chosen, as it should be in a democracy. So, appointed by whom, for what purpose, what's theirs or somebody's interest to be appointed?
