A panel on social reforms will propose extending constitutional protection to cover all people in Thailand and not just Thai citizens.

Amphon Jindawatthana, chairman of the National Reform Council's social affairs panel said on Monday such protection was one of the seven points proposed to be added to the constitution.

The charter should also specify families have the duty to "foster good citizens and create warm families". Parents should therefore be allowed to take "adequate" parental leave to take care of their babies.

Appointments of state agencies at all levels should have the opposite sex make up at least three of every 10 to promote equality.

Community rights should also be spelled out so villagers can determine and manage their future. A community can also be a juristic person entitled to state support so it can manage its own affairs and look after natural resources and environment by itself. Mechanisms to strengthen communities should also be available.

More civil rights should also be endorsed such as the right of labourers to be partners of the businesses they work for and the right to assemble into a cultural group.

As well, more civic duties should be added such as the duties to develop the nation and to conserve natural resources, arts, culture, traditions and local wisdom.
