The nation needs a special panel, or chamber of selected senators, for five years after a general election to ensure the new government follows the guidelines on national reform, Prime Minister Prayut Chan-o-cha said at Government House on Tuesday.

Such a guarantee was essential during the transition period, otherwise national reform plans would not be implemented.  he said.

Reforms were for the people's best interests, he said, not for his own interest.

The mechanism to ensure the implementation of national reform plans could be a new committee, or senators. If  the next government refused to follow reform plans, such disagreements could go to the Constitutional Court, Gen Prayut said.

"When the situation returns to normal, everything can go back to its former condition - including a wholly elected senate. The thing is, the next government must imbue us with confidence. This is not for me, but for everyone," the prime minister said.

Such a mechanism to ensure national reform goes ahead should be set out in a provisional clause of the new constitution, he said.
