Text of the agreement between Thailand and the BRN

This is the full text of the agreement signed on Thursday by Thailand and a representative of the National Revolutionary Front (BRN) in Kuala Lumpur.

General Consensus on Peace Dialogue Process

The Government of Thailand has appointed the Secretary-General of the National Security Council (to be referred to as party A) to head the group supporting favourable environment creation for peace promotion in the Southern Border Provinces of Thailand.

    actually, this agreement is about freedom of speech. it is a big deal. an opinion other than that of thai state can now be voiced openly. whether it is heard is another matter entirely.

    An agreement is a statement of an exchange of promises. The above text is not an agreement. It only is a resolution to talk about one, at best. Further, it reads more like a unilateral declaration by the Thai State than a bilateral one by two clearly defined –and consenting– parties. Flimsy, but a (baby) step forward nonetheless.

    In other words, all they have done is agree to talk to each other and not attack each other whilst doing so.
