NSC to make counter-offer to BRN

The Thai delegation will make two or three counter-proposals at the next round of talks with the Barisan Revolusi Nasional (BRN), National Security Council chief Paradorn Pattanatabut said on Tuesday.

Lt Gen Paradorn said the Thai proposals could not yet be disclosed, however, as the Internal Security Operations Command (Isoc) was still working on them.

The next round of talks has been scheduled for Oct 20 in Kuala Lumpur, he said.

On the BRN's five demands, the NSC chief said the Thai side still adheres to the principle that everything must fall within the Thai constiution and there will not be talks on land separation.

The Thai side was ready to discuss any proposals which do not contravene this principle, he said.

Of  the BRN's five demands, what was of most concern was the demand that the BRN be acknowledged as the representative of  "Melayu Patani" and that Thailand recognise the rights of its people to the land.

The BRN had said this issue could be raised for talks only when two sides had established mutual trust to a certain level, Lt Gen Paradorn said.

"We do not see some of the demands as being too radical, but we need more talks.  We now know what they want and are ready to talk it over."

He said in the next round of talks the Thai side would make two or three counter-proposals, which could not yet be disclosed as  Isoc was working on them.

When asked about a report that the BRN had said insurgents would lay down their arms in 2014  if its five demands were met, Lt Gen Paradorn said the BRN must first convince the Thai side that it actually could do what it promised to do.

For now, the Thai side wanted an explanation for the continuing viollence in the far South, and which group was responsible, he added.
