Sung clocked a world mark of 40.651sec in the semi-finals, but finished third in the A-final won by Canada's Tremblay in 42.437sec.
France's Thibaut Fauconnet was second, while US star Apolo Anton Ohno and fellow American Anthony Lobello were disqualified in the quarter-finals of the 500.
South Korea topped the podium in the men's 1,500m as Lee Jung-Su edged Ohno with Canadian Charles Hamelin third.
Lee won in 2:13.595 seconds and Ohno crossed in 2:13.731.
"Everyone was trying to get up to the front, and there was some bumping in the action," Hamelin said. "I think I used too much energy to fight for the front and my legs were tired at the end."
The final stop on the World Cup circuit is the second in as many weekends in North America.
This meeting, along with last weekend's World Cup event in Montreal are serving as Olympic qualifying competition.
Following these two North American legs an Olympic table will be drawn up with the top 32 competitiors by distance booking their tickets to Vancouver.
China's Wang Meng won the women's 500m in 42.961 - her fourth victory in four races.
