Fresh setback for futsal stadium

The handover of the Bangkok Futsal Arena to Fifa faces another delay as construction will not be completed in time for inspection.

The Bangkok Futsal Arena won't be ready for the Nov 1 opening ceremony, which will be moved to Hua Mark Indoor Stadium.

Five days after the Bangkok governor insisted the stadium would be ready for delivery to the world football governing body, MR Sukhumbhand Paribatra said on Saturday that the planned handover would be postponed from Sunday to Oct 29 -- three days before the event is supposed to start.

I don't understand if The Hua Mark stadium is still good for open ceremony why can't it be good for match plays? Why BKK has to build stadium hastily and can't be completed on time for the game?
Are there any other projects awaiting to be started or never finished ? If my memory doesn't fail me the highway expansion to Khoa Yai might be one of them. I was in Thailand 3 years ago I was shown the projects in BKK never finished and wasted a lot of money.May be not wasting but exchanging hands is rather a right word.
