The Thai world No.6 proved too strong for China's world No.14 Li Han as she won the match 21-16, 21-9 in 34 minutes.
Seventh seed Ratchanok will face another Chinese Liu Xin, who beat Eriko Hirose of Japan 21-14, 21-14, for a place in the last four of the US$700,000 tournament.
In other second round matches, sixth seed Saina Nehwal of India defeated China's Qin Jinjing 21-18, 21-8 and will face Suo Di of China, who beat Iris Wang of the US 21-16, 21-16, in the last eight.
In men's doubles, Thai pair Maneepong Jongjit and Nipitphon Puangpuapech lost to China's eighth seeds Chai Biao and Hong Wei 17-21, 19-21 in the second round.
Seventh seeds Sudket Prapakramol and Saralee Thoungthongkam also lost to Zheng Si Wei and Chen Qingchen of China in the mixed doubles 9-21, 18-21.
Puttita Supajirakul and Sapsiree Taerattanachai were scheduled to play eighth seeds Nitya Krishinda Maheswari and Greysoa Polii of Indonesia in the women's doubles overnight.
