Fifa and FAT at war over suspension

Rival committees tussle for control

The Football Association of Thailand is challenging Fifa's decision to suspend its executive committee, saying it is still in power.

Fifa removed the FAT's executive committee on Friday, only four days after suspending FAT president Worawi Makudi, who is under investigation for breaching the ethical code of the sport's governing body.

In a statement, Fifa said, “The Fifa Emergency Committee has decided ... to remove the executive committee of the Football Association of Thailand from office and to appoint a normalisation committee in its place."

The new six-person committee is led by Adm Surawut Maharom, the former chief of the Thai committee which selects athletes to compete in international events. National Olympic Committee of Thailand executive Thana Chaiprasit is his deputy.

The other members are Pinij Sasinin, Sathaya Arunthari, Manit Vadhanasara and Chuenchanok Siriwat.

"The normalisation committee’s functions will include revising the FAT electoral code and conducting the election of a new FAT executive committee by Feb 15, 2016, at the latest," the statement said.

But FAT lawyer Narinpong Jinapak yesterday argued the new committee was appointed "only to supervise" the association's election, which was originally scheduled for yesterday.

Yesterday's election was called off, as recommended by a Fifa delegation, after a meeting with Thai officials in Bangkok on Tuesday, one day after Mr Worawi was suspended.

On Monday, Fifa's Ethics Committee suspended Mr Worawi for 90 days for a breach of its ethics code.

Mr Narinpong released a statement saying the normalisation committee has power to supervise and organise the FAT election, but does not have the authority to "become involved in or interfere in the FAT's administration [such as the organising of the Thai Premier League]".

Mr Narinpong was also quoted by several media outlets as saying that the FAT committee "has not been dismissed" and "is still running day-to-day affairs".

In the statement, Fifa also said, “The FAT executive committee's mandate had come to an end after the FAT elections previously scheduled to take place on Oct 17, 2015 were postponed.”

Earlier yesterday, Sports Authority of Thailand governor Sakol Wannapong confirmed the FAT executive committee had been removed.

"The order used the word 'remove', so it is clear-cut," said Mr Sakol, who oversees all Thai sports associations. Mr Sakol said Fifa had consulted the government body that controls sport before issuing the order.

"Fifa did write to us and consulted us on the composition of the normalisation committee, but what forced Fifa to take such a step was not explained," he said.

"I believe they received information from someone in Thailand as they seemed to be very well informed about the happenings in the FAT."

Adm Surawut said he had not been officially informed of his new position by Fifa. However, he said Thailand had to act in accordance with the Fifa order.

He vowed to clean up Thai football and work in a straightforward manner.

"I am ready for the job. I don't know who nominated me for the position, but that person should know that I always work in a straightforward manner for the sake of the country," Adm Surawut said.

The removal of the FAT executive committee was another blow for Mr Worawi, 63.

Mr Worawi was a Fifa executive committee member for 18 years until May when he was unseated in the Asian Football Confederation elections.

In July, Mr Worawi was found guilty and handed a suspended 16-month jail term by a Thai court for forgery ahead of the FAT election in 2013 that he won. He is appealing the verdict. Mr Worawi, who had been FAT president since 2007, had been due to stand for re-election yesterday.

He won the FAT election two years ago against Virach Chanpanich.
