Ministry readies funding plan for transport assets overhaul

Transport officials are expected to finish drafting investment plans for the national transport infrastructure overhaul by Tuesday.

The plans, which involve the use of an estimated 1.9 trillion baht over the next 10 years, will direct the government in choosing various financial sources to support the construction and improvement of roads, railways, airports and deep seaports.

Among channels through which the government can obtain the money are the state budget, funds such as the infrastructure fund, and loans.

The Transport Ministry is expected to use the infrastructure fund for electric railway projects.

''However, we cannot reveal now what projects will use the fund," Deputy Transport Minister Arkhom Termpittayapaisith said yesterday, referring to moves to expand the electric rail network in Bangkok.

Mr Arkhom was discussing state mega-project funding yesterday after meeting investors from a securities firm.

They told him they were interested in making an investment through the infrastructure fund.

Officials are thinking about using the fund for electric railway development as well as upgrading the now-crowded Suvarnabhumi airport.

Work planned there includes the construction of a third runway. 

The government plans to mainly use money from its budget for road and dual track railway projects.

It is also considering having the private sector co-invest in the development of the Laem Chabang deep seaport in Chon Buri.

"We have not reached a conclusion," Mr Arkhkom said. ''However, one idea is that the government will use the infrastructure fund in case we face budget constraints," he said.

Meanwhile, the Transport Ministry, the Airports of Thailand Plc and the Department of Civil Aviation have drafted a strategic plan to develop major airports so they can handle more passengers and cargo in preparation for the launch of the Asean Economic Community next year, said Transport Minister Prajin Juntong.

They include Mae Sot, Mukdahan and Hat Yai airports. The government also plans to upgrade Krabi airport as an "alternative airport" to Phuket in case Phuket is unable to handle more flights, ACM Prajin said.
