Virtually all of the world's fresh water comes from rain. Here in the Northeast it has not rained for many months and as a consequence, there is a shortage of fresh water.
Many villages are without water or supply is rationed to a couple of hours a day, which does not allow for good hygiene. Next week will see the start of the Songkran festival and many thoughtless people will be dousing others with scarce fresh water.
If there are adequate supplies of fresh water then perhaps the water throwing would be acceptable for those that enjoy the custom, but for those that don't have sufficient water it is irresponsible to waste a month's supply of precious water in just a couple of days.
