D1 is correct there are two issues here. The charges and inhumane treatment. The charges are dealt with separately and if any merit to the inhumane treatment claim, then separate charges against the purpatrators brought. What he's charged with is different from how he was treated. Being treated badly doesn't excuse what you did. Two wrongs don't make a right.

I don’t think the logic of dismissing the charges will work.

There was once a time when the American Government followed its own laws and every prisoner was entitled to due process and humane treatment including jail conditions. Sadly those days seem to have ended shortly after 9-11. No, the charges against Manning should not be dismissed, but if he has been treated inhumanely, those responsible should be punished much the same as the cops in the Rodney King matter.
