Difficult to say, but I find Bangkok a far more pleasant city as it has the Chao Praya river and lots of places where you can stroll. Jakarta is a nightmare for people who like to walk, since there are hardly any sidewalks. It is even more car-oriented than Bangkok.

It is vary from morning-time to night-time.
A time zone of the rush hours is most heaviest time in a day.
When I visiting Jakarta more than 10years ago, I felt Bangkok's traffic-jam is heavier than Jakarta. But now some visitors said that Jakarta's traffic-jam is heavier than Bangkok.
