    Well, this has been reported and I don't think its beyond the comprehension of the BP readers. Whilst I agree that excessive debt causes problems, so does choking of all access for investment and daily cash-flow. This lending should not be likened to the recent financial crisis caused by the US mortgage bonds or populist policies of vote buying governments. Incidentally, the toxic US bonds were put into the banks trading books and therefore used only a negligible amount of the banks capital requirements. That said, I think this lending rule makes sense so extreme caution needed by banks wishing to increase it.
