Thailand will ask Indonesia not to apply safeguard measures against imports of Thai polypropylene (PP) that may result in higher import tariffs, or to impose quota limitations
The Indonesian government started a dumping investigation last month against polypropylene exported by Siam Cement Group, said Deputy Commerce Minister Alongkorn Ponlaboot.
Last year, Thailand exported 250,000 tonnes or polypropylene, or triple the 2009 amount, because Indonesia shut down a factory with annual production capacity of 260,000 tonnes. Therefore, Indonesian domestic production could serve only 60% of demand.
Under the Asean Free Trade Areas (Afta) tariffs on the product were eliminated, and both Thailand and Malaysia have increased their exports to Indonesia.
Mr Alongkorn said no safeguard measures have been issued yet, and the Department of Trade Negotiations was instructed to work with the private sector on the matter. Thailand believes the exports did not affect the Indonesian domestic industry because it could not produce sufficient supply.
He added Thailand was also discussing with Indonesia opening its market to Thai jasmine rice as exporters complained the market has been closed for four years.
Mr Alongkorn said Asean members had fewer than four years to implement the Asean Economic Community blueprint to achieve the goal of being a single market.
The first assessment in 2008-09 indicated Thailand had implemented 94% of the plan, but that dropped to 64% from 2010 to April 2011. The averages for all Asean members were 84% and 53% for the two periods.
