Locals win power project court case

Saraburi locals protesting against a power plant project won another administrative case on Tuesday to guarantee their right of access to a power purchase agreement.

The Central Administrative Court ruled that Power Generation Supply Co, the developer of a 1,600-megawatt power plant in Nong Saeng district of Saraburi, must follow the Office of the Official Information Commission (OIC) and the Electricity Generating Authority of Thailand's (Egat) resolution on the disclosure of the power purchase agreement deal to people affected by the project.


The court, however, ruled that thevillagers could have access to the power deal only if the company did not appeal against the verdict within 30 days.

The verdict was a double victory for the People's Network Against Power Plants. The Central Administrative Court on Monday granted the network's right to see the power purchase agreement between Gulf JP UT and the Egat for Bang Khla power plant in Chachoengsao.

Power Generation Supply and Gulf JP UT Co filed a complaint with the court in 2009, asking the court to nullify the decision made by the OIC and Egat ordering the firm to reveal the contents of the power purchase agreement it made with Egat.

They said the disclosure was a violation of confidential business information and will negatively affect the country's power security.
