InTouch Plc has expressed concern over a lack of clarity regarding the national broadcasting regulator's digital TV policy.
Suphajee Suthumpun, the chairwoman for media and new business, said there has been no guidance from the National Broadcasting and Telecommunications Commission (NBTC) on infrastructure roll-outs or set-top box prices for companies keen on digital broadcasting.
"The NBTC never released any details about how to convince people to switch to digital TV," she said.
Up to 64% of the country's households now own satellite dishes.
Ms Suphajee said InTouch is interested in bidding for a licence to operate digital TV service.
The company wants to provide three channels: one for children, one for general content and one in high definition.
