CHON BURI - Two teenagers were seen by police snatching a gold necklace from a Russian man in Pattaya.
The police officers said they were on patrol around dusk on Wednesday when they witnessed Decho Yoomtohsong, 18, and Veera Kumgluung, 19, ride up on a motorbike to 48-year-old Vasilli Mienvuchenko and rob him.
They arrested Decho and retrieved the stolen necklace, but Veera escaped.
Decho admitted to the crime and confessed that it was the second time he had stolen from foreigners this way.
With the 18-year-old in custody for further investigation, police are tracking down his accomplice.
