The Election Commission has endorsed MR Sukhumbhand Paribatra as the official winner of the Bangkok governor's election on March 3, but will continue to investigate complaints of alleged violations of the Local Election Act.
The EC endorsed the election of MR Sukhumbhand with a vote of 4:1 at Wednesday afternoon's meeting.
The EC was under a deadline of endorsing election results by next week. It decided to give the victory to MR Sukhumbhand while continuing its investigation of outstanding complaints of election law violations.
EC secretary-general Puchong Nutrawong said the body reeived 30 petitions alleging fraud and other legal violations during the election campaign.
The Bangkok election committee sent four petitions to the EC, one by former senator Ruangkrai Leekijwattana.
The EC on Wednesday considered Mr Ruangkrai's petition and found the report attached to it was still incomplete. It ordered the Bangkok EC to redo the report.
Mr Puchong said the EC has one year to complete the investigation. He personally believed it would be finished in two or three months.
Before the EC meeting, about 50 red-shirt supporters of the United Front for Democracy against Dictatorship (UDD) led by Lek Bandon, chairman of the People's Radio Media for Democracy, rallied outside the office, asking the EC to withhold endorsement of MR Sukhumbhand as election winner.
They said the speeches made by Democrat Party members at a campaign rally to help MR Sukhumbhand had accused Pol Gen Pongsapat Pongcharoen of the Pheu Thai Party of having connections with red shirt arsonists who "set fire to the city" in 2010.
It would not be appropriate for the EC to endorse MR Sukhumbhand before the investigation was complete on that complaint, they said.
Two former Bangkok governor election candidates, Waranchai Chokechana and Sukhum Wongprasit, submitted a letter to the EC to oppose MR Sukhumbhand's endorsement, citing the same reason as given by the red shirts.
