The government's legal team has submitted a 1,300 page document to the International Court of Justice to counter Cambodia's 300 page argument in the Preah Vihear temple land dispute.
The ICJ has scheduled oral hearings for Cambodia's request to the court to interpret its 1962 ruling on April 15-19 in The Hague, Netherlands.
The ICJ ruled in 1962 that the Preah Vihear temple belonged to Cambodia, but did not rule on who owns the surrounding area.
Veerachai Palasai, Thailand's ambassador to the Netherlands who is leading the Thai delegation in the dispute, said the court was not empowered to reconsider ownership of the disputed land.
Speaking at a forum organised by the Asean Journalists Club, Mr Veerachai said Cambodia's case is based on an interpretation of the court's 1962 ruling and the disputed land next to the temple is a separate issue.
The 1962 judgement ruled that the temple was situated on territory under the sovereignty of Cambodia; that Thailand had to withdraw any military or police forces, or other guards or keepers stationed in its vicinity; and that Thailand was obligated to return to Cambodia any antiques it had acquired from the temple.
"The court did not rule that the [surrounding] area belonged to Cambodia," Mr Veerachai said.
The court will allow both sides to present their documents on April 15.
Cambodia will make its opening statements to the court on April 15 and Thailand on April 17.
The second round is scheduled on April 18 for Cambodia and April 19 for Thailand. The ICJ's ruling is expected to be handed down in October.
Foreign Minister Surapong Tovichakchaikul said he would request cabinet approval to make the Thai delegation's opening statements public during today's mobile cabinet meeting in Chachoengsao province.
The statement would then be translated and put on the ministry's website.
Academic Srisak Wallipodom said he believes Thailand would concede defeat
"I think Thailand will lose. Residents from both countries will be affected and Thais will suffer the most," he said.
