Sukhumbhand accused over BTS deal

Department of Special Investigation (DSI) special case officer Thawal Mankhong on Tuesday delivered a 800-page dossier to the Office of the Attorney General seeking the indictment of the Bangkok governor for allegedly illegally granting an extension contract to the Bangkok Transit System Co (BTSC) skytrain operator.

Pol Lt-Col Thawal recommended the indictment of Mr Sukhumbhand Paribatra and nine associates for their roles in the Bangkok Metropolitan Administration's decision to grant a 30-year operating contract to BTS during his previous term in office.

The case file was handed to Winai Damrongmongkolkul, director-general of the OAG's Department of Special Litigation.

The DSI report concludes that the contract was unlawfully granted to the BTSC on two routes, the Saphan Taksin-Wong Wian Yai and the Bang Chak-Bearing extensions.

City Hall was required to seek the interior minister's approval before it granted any extension contract of the skytrain service, it says.

State prosecutors will call the accused to hear their decision on whether to indict them on June 28, Mr Winai said.  

However, if the prosecutors need more time to examine the dossier, he said, they could adjourn their indictment ruling three times, each at a maximum of six days.
