The man, known only as Saschi, 47, said the boat he boarded on Tuesday left Chumphon for Koh Tao in Surat Thani province.
He said he was on the deck of the boat smoking a cigarette at night when it suddenly rocked, causing him to lose his balance and fall overboard at around 1am.
Rescue workers alerted Pak Nam police in Chumphon about the missing passenger at 7am on Wednesday. Police sent one patrol boat and the Marine and Coastal Resources Centre dispatched another to search for the missing man.
Who rescued him is unclear.
Pol Lt Col Wasuthorn Wiwarin, deputy chief of Pak Nam police station, said searchers found him floating between Koh Muttra and Kho Kalok.
But other reports said Mr Saschi trod water and let the waves carry him as he waited for the sun to rise. When the morning came, he spotted a fishing boat and waved his shirt to signal for help, the reports said.
Chakkrit Kiriwat, the captain of the fishing boat, said he was taking tourists out on a fishing trip when he saw the German, who was on the verge of drowning, at around 10am. He said the man was exhausted and shaking when he was taken out of the water.
The seaman then contacted a rescue team to take Mr Saschi ashore.
Mr Saschi operates a tourism business and has been on Koh Tao for almost 10 years.
