The 2014 Budget Bill will not be forwarded to His Majesty the King for endorsement until complaints questioning its constitutionality have been investigated, despite having already been passed by parliament.
Prime Minister's Office Minister Varathep Rattanakorn said the parliament president reported the news of the delay to the cabinet today.
He said the hold up was necessary since a number of MPs and senators have petitioned the Constitution Court saying that Section 27 and Section 28 of the bill might contravene the constitution. The sections relate to budget allocations for the Office of the Judiciary and the National Anti-Corruption Commission (NACC).
The cabinet agreed to delay forwarding the bill to His Majesty the King in order to address the problem.
Mr Varathep insisted the government had not violated the constitution, but had allocated budgets to various agencies as necessary.
If the Constitution Court did not finish considering the petition in time for the new fiscal year which begins on Oct 1, allocations for investment in various projects being carried out by the agencies could be affected, he said.
Pay for state officials working at the agencies will not be affected.
