Prime Minister Yingluck Shinawatra attended 76% of the overall parliamentary sessions but voted in only 4% of the motions, according to Thai Political Database's (TPD) report.
The TPD, an alliance of lecturers from Thammasat and Chulalongkorn universities, in collaboration with Media Inside Out, on Thursday released a report on the performance of parliamentarians between Aug 1, 2012, to May 31, 2013.
In that period there were 71 parliamentary sessions _ 63 of them lower house meetings and eight joint house sittings.
The groups found that only 31 out of 500 MPs attended 100% of the sessions. The record also showed that 63% of MPs had high rates of attendance of 95-100% while 3% of MPs had low attendance at below 75%.
Rak Thailand Party leader Chuvit Kamolvisit was one of the 31 MPs who attended every session. However, he voted in only 11% of the motions.
Attasit Pankaew, a Thammasat University political scientist, said taxpayers pay about 7.34 million baht a year, or 20,856 baht a day, to facilitate MPs' work. This includes salaries, election budgets and other expenses.
