A photograph of a dead dog tied by one leg by a long rope to the rear of a pickup truck belonging to the Department of Highways has been posted on a social media site and generated a barrage of criticism.
Photo taken from Facebook
After the photo went viral, the Department of Highways confirmed on its Facebook page that the dog was dead and said officers did not want its blood to taint the vehicle.
The department also asked people to show some understanding for the workers in the vehicle who had to put up with the smell from the dead dog.
A Call for Animal Rights Thailand later made a posting on its Facebook page, criticising the department's justification for its action, and questioning whether the dog was really dead.
"Where's the blood in the photo? What if children saw the scene, would they know that it was dead?" the organisation asked.
It called on the department to take responsibility, apologise to society and make better plans for dealing with dead stray dogs.
A Facebook user who went by the name Woon Woonkaka wrote, "I'm one of the people who pick up stray dogs corpses on the streets. I think the tax money should come to me instead. What a waste of my tax money!!!!"
