Illegal guides, cabbies may be tagged

Unlicensed tourist guides and taxi drivers who have been convicted of fraud or harassment offences at Suvarnabhumi airport may soon be required to wear electronic ankle bracelets to ensure that they do not return to create problems at the nation's busiest airport.

Ruenruedee Suwanmongkol, director-general of Probation Department, said on Tuesday the plan was proposed by Awirut Charnchaikittkorn, the chief judge of Samut Prakan Municipal Court, after it was found the majority of convicted offenders in these cases had defied court orders prohibiting them from entering the airport and committed the same offence several times.

Ms Ruenruedee said the department, the court and the Airports Authority of Thailand were looking into using electronic tags on the so-called “ghost guides” and operators of “black-plated” taxis already convicted by the court, to ensure strict compliance with court orders. 

Electronic monitoring tags fitted to offenders enable authorities to track their location through a GPS chip.

Their use is part of a plan to ease the massive overcrowding in prisons and juvenile homes across the country, and release selected inmates to home detention.
