Rice scheme post-mortem coming

The Finance Ministry plans to close the accounting book on the Pheu Thai-initiated rice-pledging scheme next month.

Finance permanent secretary Rungson Sriworasat said the ministry subcommittee overseeing the scheme's accounting is in the process of settling the profits and losses incurred by the programme, a signature policy measure of the previous government.

The rice-pledging scheme set pledging prices at 40-50% higher than market prices.

ML Pridiyathorn Devakula, an adviser for economic affairs to the military regime, earlier estimated the loss from the scheme at about 500 billion baht.

Yingluck Shinawatra's government spent 800 billion baht to fund the scheme.

The subcommittee will use the expected selling price in its profit and loss calculations for unsold rice, ML Pridiyathorn said.

To make the accounting transparent, the subcommittee is applying the standards of the Federation of Accounting Professions.

Representatives from the federation and the Office of the Ombudsman have taken part in the accounting process.

The Finance Ministry's subcommittee is awaiting the outcome of a nationwide rice audit led by ML Panadda Diskul, the Prime Minister's Office permanent secretary.
