Ministry targets aid to grassroots folk

Helping hand seen as confidence builder

The Finance Ministry is targeting grassroots people, particularly those in farming, as an urgent priority group to receive assistance after the new government is formed.

The ministry needs to stimulate consumption and build up the private sector's confidence after the new government's formation, and providing aid to grassroots people is the urgent task, said finance permanent secretary Prasong Poontaneat.

Low confidence is eroding consumption and investment, he said.

The economy grew at its slowest pace in more than four years in the first quarter at 2.8%. Shrinking exports for a third straight month in May, plus likely delays in fiscal 2020 budget disbursement from the regular schedule at the start of the fiscal year on Oct 1, are darkening the economic outlook.

Pisit Puapan, director of the FPO's Macroeconomic Policy Bureau, said recently that the Finance Ministry's think tank was considering which measures would be included in the stimulus package proposed to the new government.

Measures that could be used immediately include those to ramp up spending for 14.5 million welfare smartcard holders and an increase in state enterprise investment.

Mr Prasong voiced confidence that fiscal policy would be able to cushion against flagging economic growth and that the central budget and fiscal 2020 budget would be sources of funding.

The government in May approved a slew of stimulus measures worth 21.83 billion baht, the latest move to shore up a slowing economy and boost consumption to offset weaker exports.

The measures cover spending of 13.2 billion baht on public welfare benefits for low-income earners, plus tax measures worth 8.62 billion baht.

The measures run for five months, from May to September.

The government approved a tax deduction of up to 20,000 baht for domestic travel and up to 200,000 baht for buyers of homes and condos worth up to 5 million baht.
