State enterprises expected to hit disbursement targets

State enterprises are expected to meet their 2022 investment budget disbursement targets, according to State Enterprise Policy Office (Sepo) director-general Pantip Sripimol.

Sepo set its investment framework at 349 billion baht this year, of which state enterprises plan to disburse 243 billion baht.

Mrs Pantip added that Sepo set the disbursement target at 95% of the 243 billion baht, of which 236 billion baht was disbursed as of August.

Some state enterprises use the fiscal year running from Oct 1 to Sept 30, while others use the calendar year. Most of those using the fiscal year have met the investment disbursement targets, while those using the calendar year are expected to accelerate their disbursements in the fourth quarter, Mrs Pantip said.

She added that one reason for the delayed disbursement is that some bidders which failed to secure state project development contracts had gone to appeal committees to seek fair treatment, and some seemed to lack the grounds for such petitions.

Mrs Pantip said that the Comptroller General's Department will solve this issue by requiring these companies to put up collateral when lodging an appeal. If the appeal committee does not rule in their favour, their collateral will be seized.

She added that Sepo expects state enterprises' total revenue contribution to the state coffer to exceed the fiscal 2022 target of 142 billion baht by 600-700 million baht. The revenue contribution target in fiscal 2023 is almost unchanged.

Sepo has also asked state enterprises to open finished parts of infrastructure projects, such as roads, instead of waiting for the entire projects to be completed, in order to bring benefits to the public as early as possible.
