ONACC adopts “Zero Tolerance & Clean Thailand” vision in celebration of 18th anniversary

On the occasion of the 18th anniversary of its establishment, the Office of the National Anti-Corruption Commission (ONACC), as a constitutionally independent organisation responsible for investigating and supervising law enforcement to assure integrity and transparency in government for the sustainable development of the country, would like to encourage every citizen to actively take part in creating a society with zero tolerance toward corruption, inline the government’s vision of “Zero Tolerance & Clean Thailand.”

The ONACC was founded on 18 November 1999 and will mark its 18th anniversary later this year. However, anti-corruption measures in Thailand can be traced back to 1974, when the Commission of Counter Corruption (CCC) and its office were established by the government of former Prime Minister Sanya Dharmasakti. Later in 1999, the Organic Act on Counter Corruption B.E. 2542 (1999) was enacted, resulting in the disbandment of the CCC and the establishment of the National Counter Corruption Commission (NCCC). The organisation later changed its name to National Anti-Corruption Commission (NACC) in 2008.

The current NACC was appointed on 4 January 2016 and has since worked alongside ONACC executives, civil servants  and officers to translate the National Anti-Corruption Strategy: Phase 3 (2017-2021) into action, adopting a “Zero Tolerance & Clean Thailand” vision.

During the past two years, the ONACC has worked laboriously with the sole purpose of correcting the corruption culture and has brought about satisfactory results on all three aspects of their duty – anti-corruption, inspection of assets and liabilities, and prevention measures.

For anti-corruption measures, the result of operations presented in the fiscal year 2016-2017 shows that the number of completed cases is 1.5 times higher than the previous year. In regard to wealth inspection of persons holding political positions and state officials, the ONACC has conducted more in-depth investigations which have resulted in a 4.5-fold increase in total seizure and forfeiture of property due to official malfeasance. As for prevention measures, the office has put utmost priority on this aspect, believing that a corruption intolerant society can be achieved by collaboration from all sectors in the society, especially within the family unit. All parents must instil their children with honesty and integrity in order to create an anti-corruption network that helps prevent and monitor potential acts of corruption.

As it enters its 19th year, the NACC is focused on delivering better performance by reducing unnecessary bureaucratic procedures. The NACC also plans to complete all scheduled tasks within the first nine months of the fiscal year, so the board can enter the process of determination and preparation for next year’s tasks during the last three months. Hence, the year 2018 is going to be a very challenging year for the ONACC.
