Vans, cabs, motorcycle taxis registered by year's end

Operators of public passenger vans have until the end of December to register with the authorities, or be banned from providing public transport services, the Department of Land Transport (DLT) warned on Tuesday.

DLT director-general Teerapong Rodprasert said on Tuesday a total of 3,074 passengers vans have been approved by the central land transport committee to operate as public passenger vans after passing inspection tests.

Of these, 1,262 of the vans operate in Bangkok and the remaining 1,812 on routes between Bangkok and nearby provinces.

Although they have DLT approval to provide public transport services, they must register with the department by the end of this year, said Mr Teerapong.

Once legally registered as public vehicles, public van operators and drivers must strictly abide by the land transport regulations. Those found to operate outside their service routes, collect fares higher than the legal limit or carry passengers in excess  of the legal limit will be fined, said the department chief.

If they repeat the offence, they will face both a fine and additional punishment as stated in contracts signed with authorities. A third offence would be met a fine and their names would be struck off the department’s list of public transport operators.

He also warned operators of illegal vans with  ordinary black licence plates that they face a prison term of  up to five years and a fine of 20,000-100,000 baht if found illegally operating on routes in Bangkok and nearby provinces.

He warned there would be severe crackdowns on illegal van services.

On moves to regulate motorcycle-taxis in Bangkok, 80,135 out of 104,134 motorcycle-taxis had already been registered, and the remainder were being registered, said Mr Teerapong.

All registered motorcycle-taxi drivers will receive new motorcycle-taxi queue jackets, which will be handed out to them, starting from Dec 1.

From Jan 1 next year onward, all registered motorcycle-taxi drivers are required to wear their new queue jackets featuring their ID and their queue numbers.

He said a total of 9,286 cabs have undergone safety standard checks as of Nov 13 as part of requirements to improve services ahead of a planned 8% hike in taxi fares on Dec 1. Of these, 7,407 taxis, or 80%, passed the test.

They will have their meters adjusted to comply with the new fare rate and the department will give them stickers certifying their services. Taxis that fail the test must improve their service within 15 days.
