Villagers in Sena Ayutthaya living along the Noi river are understandably perplexed and angry. The dry season has arrived and so have the floods. That’s not supposed to happen.

The latest inundation has nothing to do with the weather. It is apparently the result of water discharges from the Bhumibol and Sirikit dams to reduce water in the dams to prepare for rainfall later in the year.

Criticised earlier for releasing water too slowly, dam operators are now under fire for releasing water at a rate downstream rivers can’t handle.

What is needed, says Bancha Pandi, a 42-year-old Ayutthaya farmer, is for authorities to determine what the appropriate water release rate is so that the run-off will not overly increase water levels in the Chao Phraya River and its tributaries such as the Noi River.

"Please don't let downstream people like us bear the brunt of flooding throughout the year," Mr Bancha said, making a plea to the government.

Prime Minister Yingluck Shinawatra yesterday promised the government would look into the problem to better regulate water discharges.

Meanwhile, Ayutthaya governor Witthaya Phiewphong said flooding in Sena is not severe. The latest inspection found that overflow from the Noi River caused only a 10cm flood and this encroached deep into the land only 5-10m from the banks.

One nearby Sena community is not taking any chances, however. Realising that the district will continue to be vulnerable to heavy seasonal flooding, villagers are busy raising the main chapel of Wat Pradu Lokachet high above flood level. The chapel will sit on a new foundation that will make it almost 3 metres higher. Work is expected to finish this month.
