Disabled rights activists demand compensation

Representatives of disabled rights activists groups Wednesday filed 430 complaints to the Administrative Court demanding each case be financially compensated 1,000 baht per day for City Hall's failure to provide disabled-friendly access to the BTS Green electric train line network.

About 100 supporters of the move travelled to the court in Chaeng Watthana, several of whom were wheelchair-bound, blind or had other physical or mental disabilities.

Teerayud Sukonthavit, president of the Disabilities Thailand council, said Wednesdaythe march and the formal complaints were prompted after the Bangkok Metropolitan Administration (BMA) failed to follow through with an Administrative Court ruling in January 2015.

It stated the BMA, which owns the main BTS Sukhumvit Line, and the Bangkok Mass Transit System Plc (BTSC), which operates the network under 30-year concessions, must provide changes to 23 of its stations and all trains to improve access for disabled individuals within one year after the ruling.

Over three years since the 2015 ruling, Mr Teerayud said the adjustments are still lacking.

"We will consider our efforts done when a disabled person is capable of getting from point A to point B, as a regular, able-bodied person can on this network."

According to Mr Teerayud, calls for financial compensation from the BMA stem from the need for disabled individuals to use taxis or other forms of transport to get from place to place, since most BTS stations do not have disabled-friendly lifts on both sides of their exits.

The collective fine the complainants are asking for from the BMA exceed 356 million baht.

A statement earlier released by the BTSC said that all of its 36 stations -- including the Sukhumvit Line's 23 and the Silom Line's 13 stations -- have lifts built in them. Saphan Taksin and Sala Daeng stations, however, lack ground-floor lifts.
