A "disturbed" woman who assaulted another pedestrian with a length of PVC pipe has been fined and released into her family's custody by police, along with the advice she needs treatment.

Somruedee, 29, was arrested on Soi Sukhumvit 3 in Wattana district and taken to Lumpini police station,  FM91 Traffic Police radio station reported.

She was informed of the assault charge and fined 500 baht, Police then released her into to her relatives' care, and recommended she be taken to hospital for a psychiatric evaluation.

Lumpini police station chief Pol Col Akkarawut Thanirat said Ms Somruedee told police she attacked the woman in the belief she was a foreigner coming to catch her.

Ms Somruedee had been paranoid since previously being attacked by foreigners, the FM91 report said.

Police withheld her last name. She is a native of Kanchanaburi.

Police began looking for Ms Somruedee after a woman tweeted on her @PaiKaoli account on Thursday that her friend was hit on the head with a length of PVC tube by another woman while she was walking on Sukhumvit road in the Nana area.

People at the scene tried to catch her, but she got away, @PaiKaoLi tweeted.

"If it was a knife, not a PVC tube, it would be more dangerous," the twitter said. "Please retweet this message."

After the tweet by @PaiKaoLi was shared, other account owners wrote that she was seen near the BTS stations in the Thong Lor and On Nut areas.

The woman who was attacked was identified only as Mook.
