Noul's remnants cause flash floods in Northeast

Tropical storm Noul, which has been downgraded to a low-pressure weather system, has devastated more than 200,000 rai of farmland in the Central Plains and claimed the life of a teenager in the hardest-hit Northeast region.

In Nakhon Ratchasima's Non Sung district, a community health promotion hospital in tambon Phon Songkhram was hit by a flash flood which damaged medical equipment and beds on the ground floor of the premises.

The flood -- up to 40 centimetres deep -- was believed to have been caused by the construction of a double-track railway nearby that diverted the flow of the run-off to flood the hospital, which is on a lower elevation.

Prang Prasat Phon Songkhram, also known as Prang Sa Phleng, a historic sanctuary in Ban Phon Songkhram in Non Sung district, was also underwater yesterday.

Excess water spilled over from the Lam Chiang Krai reservoir in neighbouring Dan Khun Thot district, said Kitikul Sephasiraphon, director of Nakhon Ratchasima's royal irrigation project office.

At one point, the floodwater rose to a metre at the historic site, which is believed to have been built 700 years ago.

Many areas in neighbouring Dan Khun Thot remain prone to floods, said Mr Kitikul.

Also in Non Sung district, rescue workers retrieved the body of 14-year-old Thanakorn Jongjaengklang who was overcome by a strong flood current on Saturday.

His body was found about 200 metres from a weir in Ban Phol Songkram, where he drowned.

The rescuers mounted a 28-hour search before the body was located.

In the northeastern province of Loei, about 15 families in Ban Huay Duea in Phu Kradung district were rescued from their homes after a flash flood from the Phu Kradung mountain ranges overflowed their community in the early hours of yesterday.

Run-off from Ban That mountain ranges has also triggered flash floods in Bo Rai district in the eastern province of Trat, wreaking havoc across rambutan and durian orchards, the province's cash crops. The floodwaters there were between 80cm and 1m high.
