Thailand Advances Carbon Tax Awareness with Strategic Partnership 

The Excise Department, Chulalongkorn University, PTTOR, and Bangchak join forces to drive consumer awareness and promote sustainable energy practices through Thailand’s first mandatory carbon pricing initiative.

The Ministry of Finance, through the Excise Department, has partnered with the Faculty of Economics at Chulalongkorn University, PTT Oil and Retail Business Public Company Limited (PTTOR), and Bangchak Corporation Public Company Limited to drive awareness of carbon taxation and encourage sustainable energy practices. A memorandum of understanding (MOU) was signed on 3 February 2025 at PTT and Bangchak service stations on Vibhavadi Rangsit Road to kickstart this initiative. 

Thailand’s First Mandatory Carbon Pricing MechanismDeputy Minister of Finance, Dr. Paopoom Rojanasakul, revealed that the initiative follows the Cabinet’s approval of the draft Finance Ministry Regulation, Determining Excise Tax Rates (No. …) B.E. …, which establishes Thailand’s first Mandatory Carbon Pricing mechanism. This mechanism integrates environmental costs into the excise tax on fuel products by calculating emissions using a scientifically determined emission factor and multiplying it by the government-set carbon price of THB 200 per ton of carbon dioxide equivalent (CO₂e). 

Once the draft regulation is finalised by the Office of the Council of State, it will be announced in the Royal Gazette, with implementation expected this February 2025. This carbon tax aims to influence consumer behaviour and encourage businesses to adopt sustainable consumption practices, ultimately leading to reduced greenhouse gas emissions. 

MOU to Drive Consumer Awareness 

While awaiting the regulation’s implementation, the MOU aims to raise awareness among consumers and entrepreneurs about carbon taxation and its role in fostering sustainability. The collaboration will involve real-time carbon emission displays at PTT service stations and on the Bangchak Mobile Application, informing consumers of their CO₂ emissions per fuel fill-up. By making this data easily accessible, the initiative seeks to encourage behavioural shifts towards lower-carbon energy consumption. 

Dr. Paopoom noted that consumer behaviour data will be studied and analysed to assess the effectiveness of this awareness campaign, with insights feeding into future policy development. 

Bangchak’s Commitment to Sustainable EnergyMr. Seri Anupantanan, Senior Executive Vice President of Bangchak Corporation’s Marketing Business Group, emphasised that integrating a carbon price mechanism into fuel excise taxes is a crucial step in addressing climate change.   • Tracking consumer fuel consumption data to promote informed fuel choices. 

Bangchak’s Green Miles membership programme will play a central role in this campaign, engaging consumers by linking their fuel purchases with environmental conservation efforts. The initiative will also build on Bangchak’s long-running “Your Tree” campaign, which equates fuel usage to tree planting, helping consumers visualise their environmental impact. The company has also secured Carbon Footprint of Product (CFP) certification for five of its fuel products, reinforcing its dedication to reducing carbon emissions. 

Carbon Markets Club (CMC) to Strengthen Public EngagementMrs. Gloyta Nathalang, Senior Executive Vice President for Sustainability Management and Corporate Communications at Bangchak, and Chairperson of the Carbon Markets Club (CMC), announced that CMC will launch an educational campaign on Carbon Tax Awareness across multiple communication channels. 

Three-Month Trial Programme Starting March 2025The carbon tax awareness campaign will begin a three-month trial on 1 March 2025, analysing a sample of approximately 3,500 consumers. The findings will be instrumental in shaping future policies related to environmental sustainability and energy efficiency.
